For the most part yes. When it comes to the stair cases, half of them are normal stair cases and the other are 3 inch tall steps. They were made that way for Mrs. Winchester herself, because of her mobility issues. If a cane and assistance is a viable alternative, I would say it's possible.
From what the website provides, I do not believe the tours they offer are handicap accessible. I would recommend checking out their website for more clarity.
