Not much shade up there and you would be on rocks and dirt. There's a nice little Park by the lake with plenty of trees and tables and everything that would be much nicer to eat at.
There are no "places" to have a picnic. No tables and such. But there are plenty of places to stop and relax and have a snack. No tables. Nothing like that. Just shade from rocks. Don't go on a hot day... Trust me
You might want to make the hike only carrying the water you will need, first, unless you are a seasoned hiker. I've only hiked from the HWY 67 side, and although it's up a paved service road about 2 miles, it's fairly steep in sections, particularly the first 2/3 rds. Some really fit people run it everyday, but if you're inexperienced you might just wanna take water the first time, especially now in summer.
Yes there is! Some flatish rocks to hang out on and eat a snack or have a little picnic.

There's a great tree about 3/4 of the way up that provides some shade cover for picnicking on the rocks, a couple of picnic tables about half way up (but no shade at all), and plenty of space to sit and eat on the ground up top (but no tables and very little shade).
