They don't help pay deposit. They over see the agency's that have been given the money to pay.

LAHSA coordinates and manages over $95 million dollars annually in Federal, State, County and City funds for programs that provide shelter, housing and services to homeless persons in Los Angeles City and County
They give the run around. I have done some research, it is just another broohaha. I personally was trying to help the homeless with a specific program using my own resources, tried to reach out. Left messages to my city council. No call back, no email back.
