An certified agency that you have been working with should be able to verify your identity, but you can then only get it by mail. Or they should be able to help you get your ID if you already had one so that you could then go personally and get your birth certificate
Check with HOPICS organization. You can find their information online, but they provide a "Documentation Day" where people are able to get various documents at no cost from various agencies.
