Leash makes it legal, I have seen many dogs running free with out a ticket as a result
Yes i believe so.as long as they are on a leach.
The municipal code states that dogs must remain on leash while at the beach; however, there’s no enforcement of this rule and many idiots take advantage of this lack of enforcement. The Pacifica Police are charged with this duty, but fail at it 100%.

If the dog is on a leash ...and clean up after them.
I've been going to this beach for years and every time there are dogs there. I've taken my dog a couple of times.
