There is a small creek to swim in, and huge rocks to jump off of. Its open as long as the suns out i believe.
Yes, you can swim but the water is cold in fall. Sorry I dont have any information about the camping permit.
Never show up to a state park for camping without a reservation. You can make a same day reservation if something is available but good luck with that.
