Tides change some in time and intensity daily so this is ball park but it looks like 1pm PST is about hight tide right now. Check the Newport area charts on tides.net for a decent estimate. Many business and hotels along the coast also have an annual, pocket tide chart for free so you can reference it ahead of time.
