Comments above are accurate. It is viewable from the Captain Cook Trail and the parking area off 101, you dont have to get out on the rocks
After the rail ends at the bottom of the cliffside, there is very wet and uneven terrain, not recommended to try and get closer for people with mobility issues.
The railing ends at the bottom. If you want to get closer to That's well there is no railing there
