You need to have a referral from either the city or the police department. For the city im not sure how the process is but i heard if you call the police dept and inform them they can help yp3u out

Yes you are required to have a referral to get in and the police department can provide a referral. For a city referral it would be given by City Net and usually you need a referral for City Net to help you get service.
