My neighbor NOLonger Wants her 2Dogs so she threw them out on the st & when they see her they try to go back in the house so she throws rocks and things at them so they leave but they don’t .. what should I do ?

Have these dogs been helped?? Please try and take them to a shelter. This is awful. Is this in Oakland?
