I would start by inquiring at the OAS. If they dont have the dog they would be the best ones to ask if there was another place he would be placed. Also look for posters and ask questions of people who live around the site of the accident.

IS it okay to have a dog tied up on a short leash outside a business? Sometimes hot and sunny outside or cold and shady. Doesn't look humane to the animal. Also lots of crazy people walking by. Already yelled at that business. It's escalating .
