Downtown Disney you need to bring your own. The park does rent wheelchairs and strollers.
Yes, but you have to walk into Downtown Disney from the Downtown Disney parking lot, all the way to the Disneyland entrance. It would be a shorter walk to pay the $30 to park at the Toy Story parking lot (off site) , and take the free Disney bus shuttle to the park. It lets you off much closer to the front of the park and you'd just have to go from the bus area to the front of the park. Or you may want to send someone to get the wheel chair for you. It's a long walk if you have ambulatory issues to get to the wheelchair area from the shopping parking lot. It used to be that if you have the Disney Chase credit card you could rent a stroller or wheelchair for free, but that was pre-covid, I don't know if that's still the policy.
