As of right now you can pay $10 for parking, get to walk, shop, and visit Disney California (limited). Make sure to get there early if you plan on visiting Trading Post to RSVP early. Bring a face mask and maybe +1 just in case.
Yes, it is free to enjoy Downtown Disney. Yes you will need to wear a mask while shopping and walking. Dinning there you may have your mask off and you will need to be aside and stationary. Buena Vista is the extension of Downtown Disney and will remain open through March 14. Closed on the 15th and will reopen on the 18th for a ticked event "Taste of Disney". This is a limited time ticketed event. During this time and Buena Vusta closure Downtown Disney will remain open. Parking is $10.00 for all day.

BakersfieldNow article says Buena Vista Street will be closed starting March 15th to get ready for A Touch Of Disney event beginning on March 18th. Downtown Disney will continue to remain open under normal operating hours with shopping and dining.
