There are some paths that are but a lot that isn't. Lots of narrow stepping stone paths that wouldn't be accessible for a wheelchair.

most of it is, there are some parts that have steps (the ones across the ponds) or steps going up a hill which there are other routes you can take (hills or flat walk ways)
