You should also have a valid Philippine passport.not expiring within the best 6 months at time of travel. Otherwise just fly with PAL and show your dual citizenship certificate.

If you're dual then you are allowed entry to the Philippines but still required to go through the 14 day hotel or govt facility quarantine
