Unfortunately, the Orange County Clerk-Recorder Department only maintains records for births that occurred in the County of Orange, California. You may want to contact the agency that granted you refugee status to get the letter that you are in need of.
You should call them to ask that. Make sure you keep the name of the person you speak to.
