Actually you can attempt Best Friends first they are a no kill shelter and usually low on kittens. I would try them first.
I don't think they take drop offs like that. As Bill said you need to bring them to city/county shelter. You can just call them. They are very nice and helpful there.
Best Friends is better than a city shelter for animals. They are no kill, and provide full care, vaccinations, and medical treatment if needed. My dog is a rescue from there, and they had done all of those things for him.
