You are all incorrect. I volunteer in the SBC animal control. Rescue only means not available to the public and not up for adoption . It means only a rescue organization can take the dog out of the shelter. If you are interested in a dog that is rescue only, you have to apply to several local rescue organizations and send in a foster aplication with that specific dog's name. To get their attention, email them and contact them through facebook message.
Sadly there are people out there who "rescue" pet's just to sell them to make a profit. That's why I suggest you adopt from shelters only! Because the people you see at Petco etc "claiming" to have pets for adoption, are actually selling them under the disguse of adoption. They rescue them from shelters, then sell them. If you ask them, you will notice the "adoption fee" varys and is significantly higher on more desirable pets like Yorkies or Pomeranians. These people are despicable! So I would say that "rescue only" means if you are rescuing the pet to keep and give a forever home.
