How realistic is it these days to get one of the in-person (non-life-or-death) appointments for a passport if calling right away at 8am two weeks ahead of travel? Total roll of the dice, or are they catching up?

I've been told they open up the call center at 5 am and you gotta call multiple times to get an appointment at an agency you want.
