No to the first yes to the second if they are within city limits. Dog limit i believe is 8. Cats are like 12. But you will be hard pressed to get enforcement to do anything if they are fed/watered and contained. There is no law against breeding. We only can hope peoples hearts and morals keep them from pushing their pets too far
