Is there a law that protects animals from being breed it too much and from lip too many animals living in someone’s house

No to the first yes to the second if they are within city limits. Dog limit i believe is 8. Cats are like 12. But you will be hard pressed to get enforcement to do anything if they are fed/watered and contained. There is no law against breeding. We only can hope peoples hearts and morals keep them from pushing their pets too far
