You can only make fires at the fire pits which the staff has in place. However there are quite a few of them. If there is not one open, the visitors are usually welcoming and friendly if you were to ask to join them around one. Do not forget the beach does back up to a very dry and volatile brush area which burns most every year on Camp Pendleton
There are fire pits in each RV/tent space. Some of which are right on the beach.
