As of 1/2020, if you are a service-connected disabled veteran with a VA identification, you can use this facility. You will need to get driving/access privileges from the Camp Pendleton visitors center at the main gate (requires filling out a form, fingerprint, and pictures). And of course, active-duty, reservices, and retired military.

This is the wrong forum for recommending such change. However, it might help to know they are working on that.
