I understand this is a base campground.. But all the questions that ask who are eligible says, active, active reserves, retired, etc. What I did not see is if a 100% disable veteran with a pink ID card now current civilian can camp there as well?

It is for active, retired, and DOD civilians. If you are 100% disabled veteran you are retired. Only issue is the timelines for reservations during holidays are only good for active duty military, they do get to reserve 30 days earlier than anyone else and the beach sites are normally filled within hours of opening. Now the have set a limit for retired personnel at Camp Oneal. Use to reserve two sites for my family and me, but now you can get one at a military rate and the other one at a civilian rate (much higher) and it is hard to get on the base if you are a family member without an ID card.
