Bushkill Falls is not open in February. Depending on the weather, they open late March, early April. The cost for tickets usually change each year. Check the website for the opening date and the cost to hike the trails.
Bushkill falls closes for the winter. The fee for NJ residents would be the same for any visitor. See the website for operating schedule and admission costs; they may be the same as last year or not - you will need to check for 2019 rates.
As you now know they are closed but the Delaware Water Gap park has trails for walking.
I don't know if they are open in February. But, if I remember correctly there was just a small fee to park. We just went in September of 2017. We are also from NJ.
