I believed the activities are more for a older children but you can look at the falls with out taking the whole hiking even tho steps are steep and no strollers are allowed. I have seen many people with babies enjoying the place. They have paddled boats. I think they fit only 2 people. Fishing they provide the poles. mini golf. Some exhibits with the local species and the history of the falls. Rock mining. Ice cream/sweets shop. The have plenty of picnics areas. A souvenir shop. I hope the info helps you decide.
Strollers are allowed? I have a five month old and a 2years old. Stroller will make it easy on them
I was there two weeks ago and I did see paddle boats although none were in use. There were some kid activities however I think they were geared to children older than 9 months. Playground, slide and a kids maze if I recall. The falls were fantastic however no matter which color trail you follow there are wooden stairs. Many of them steep. If you have a child backpack carrier and feel comfortable with hiking stairs then I would do it.
before the entrance (parking lot)I'm pretty sure I saw some boats you could rent. There was definitely a playground, so you can play there.
