Yes you can, if your dog is small enough and you have a carrying bag for him he can go with you on the plane and be under the seat in front of you. If its a big dog, I'm pretty sure they'll put it under the plane, but I'm not entirely sure.
If is a service animal I believe so. Otherwise no guarantees
