Is there a board or wildlife ranger there? One of the geese there has a left with a net or line around it and we are concerned that it needs attention but don't know who to contact. HELP

Yes there are Rangers there for Howarth Park and Spring Lake there is a ranger station at Spring Lake they are connected

Contact the county parks. I believe they have a ranger on site.

Call the ASPCA. the humane society or a local aviary.
