Call directly and ask about sleds. There are sleds for the disabled to play hockey. Depends on the extent of the disability. If they don't have them, another rink will.
I'm sorry that I don't know this place well enough to answer for certain, but my suggestion would be to call and ask. They have ramps to access the ice (but yes, there is that little lip to actually get on the ice) and their staff is really nice, so it's worth a shot to ask! Hope you do get access and your daughter can skate with her friends :)
I don't believe that they are able to be on the ice with a wheelchair since it can be a hazard to get off the ice. There is a little lip that is raised from the ice. Secondly, you would need to have someone to push your daughter since there is no real friction to propel her forward on her own... Don't actually work there though, just stating something that I have experienced when visiting.
