Scraps does not take owner surrenders you cannot take them there, and I recommended you don't as it would be a waste of your time and gas to be turned away for giving up your personal animal. Where you can go however, is the Humane Society, they should be able to help much better.
Hello, I work at SCRAPS. Unfortunately we do not accept owner surrenders unless they are adoption returns. This is due to the high volume of animals we have in our care. However, Spokane Humane Society up north on Havana does indeed accept owner surrenders. You can take your dog there
