No papers needed.... But, the gas station last on the route before getting to the grand canyon. There i saw my first HILL BILLY TROUT DOG.... Never seen one before, he was quite the full version of a DUSHBAG 100%........ Harmless but, Shit Stein in deed..

I guess the level of safety depends what "legal papers" you refer to... But I was there for a few days without even seeing any law enforcement other than the rangers sometimes at the park entrances checking for park passes.
