To fail the test is free. If you pass the test I believe it's $21. The $140 plus or minus is for 2 years of tags for your car. I've always considered that a Department of Motor Vehicles charge.
After Aug 5th, 2019, the fee has been raised to include some kind of Oregon fee as part of a new law, I believe. The fee for the test itself is $30+ now, and the $172 fee that is listed on the renewal form you get in the mail does not include the test fee, it is only for the registration and the stickers good for two years. The total amount adds up to around $197, if I remember correctly, and that includes the registration, 2-year stickers, and the testing fee, assuming your car passes the test. You don't have to renew necessarily and you can choose to simply pay the testing fee but then you'll have to finish the paperwork process at the DMV, which can be time consuming so it is more convenient to take care of it at the deq. And as always, there is no fee for a failed test, which can be convenient if your car needs some repairs and you would like to test if there have been any improvements after every repair done.

I own a 21 year old Prizm. I was surprised this year to see on the face of the renewal application in the box labelled "fee"; $172.00. Of course, this includes the test fee. (Wink wink).
I do not remember what cost was but yes it includes 2 year stickers.
