There is a national park fee at the entrance before you reach sol duc. If you are going to park and day-use hike there is no fee, but if you want to enter the pool you will have to pay.
Absolutely, you can go there just to hike. If the entrance gate is manned at the entrance to Sol Duc Road, you will have to pay to enter the National Park.
It's a national forest pass. The ranger station is often unattended but there are envelopes and a deposit bin. You can pay with cash or credit card. It's only five dollars or so. Well with the visit. It's beautiful.

You will need a National Park pass to enter the area. The resort is in the park and you'll only need to pay there if you plan to stay there, or use the hot springs.
