A house up the street from me. Has a short haired chihuahua. He is chained up in the front yard. They have a bed for him.. But I work graveyard. I drive by him every morning. Rain and very cold. No one is home. I would never do this to my dog

Did the Dog ever find its way to better owners or has the owner started taking proper care of the dog??? They should give the poor little dog to the animal shelter so they can find the dog a loveing family that will adopted him . People like that don't need no kids are dogs.

Not acceptable. Perhaps they would be willing to give the responsibility of this poor critter to someone more desrving. . A note might be an option.
