Yes but you both have to bring all the documents and/or passport, ID, etc that you would use if you were entering the country, WHICH GRANTED THE VISA. In some situations groups have to hang out on the sides of the ditch on 0 Ave. To get the 'answer of the day' ask the RCMP or CBSA officers that are patrolling 0 Ave.
Yes the USA side is open. Canadians cross the ditch int park and have to often show paperwork to cross back to Canada. CANADIANS are not allowed in the US parking lot tho. Stay in the park.
