Drones are not allowed on National Wildlife Refuges
I second Phyllis. I'm a volunteer there and the answer is no. In fact there is no drone usage allowed on any federally protected lands. FWS, NPS, FS ectara.
I called and spoke with someone and they said "No" on flying a drone over the refuge.
I would definitely ask there, this a wildlife area, and mostly birds. I would assume you can't fly drones there due to the abundance of birds.

These comments and questions are really old. That said, mine had to do with asking if the three mile loop was open yet, as it's May 1st today, the usual spring open date, and I was hoping to visit soon. Visitor center is still unstaffed and closed, so I struck out trying to get an answer after calling. Please let me know here if the loop is open. Thanks. Comment left on 5/1/21.
While you can't fly drones over the refuge, there are several public roads and neighborhoods that border the refuge where you could fly your drone and take pictures of the refuge landscapes without actually entering it.
I've seen no information against drones out there.
