Surrendering your kitten's is the best thing to do someone will find a home for them and I'm sure that they'll be loved and taken care of good luck with yourself and for the kittens God bless you
If you want to surrender your cats to CAT, it isn't a sure thing. You get on a waiting list and then if they eventually have room, they might take them. But they also might not. You can definitely call CAT and talk to them about your situation and they can give you advice and see about getting you on the waiting list.
