In your cat's paperwork, it should give you a website where you can go and input the info for the collar (which also should be in the paperwork). It should give you a location, and then it's just as easy as Pokemon Go.
You can call around to local shelters to see if they have a cat matching the description with the chip in him. Most vets will search for a chip upon the animals arrival but make a list of the places close by and start calling. Good luck 🤞
