actually, if it's a private PO Box, yes they can, because the company that hosts your private PO Box will usually accept the package in your name. Also, if you have a true USPS post office box, go to the customer care counter and see if you can sign up for the service where they will receive packages for you. You'll have to sign some forms, and they will give you a street address that includes your box number as a unit number. I have done this and it works!
