Discover Pass, good to go
You need a discover pass to get out of your car at all, if you're planning on scouting out there. Havent seen any elk, buy have been chantrelle picking and have seen plenty of deer.
Dont know about elk, but you are free to drive around most places. You'll need a discover pass if you dont want a ticket.
Doesnt everything need a permit, pass, license, etc., according to the government now days
