It's most likely food or environmental allergies. We have a no compete clause with local vets so you have to see your own vet.
Make sure their food does not have corn or wheat. I also use a product from Barleans called "Pet Flax" does wonders and their coat is soft.
Atopiquill did wonders for my dog's dermatitis . The prescription runs about $100 but well worth the cost. Usually, once the itching passes you can stop the dosing and have enough left over for a second round of treatment.
