So I have a neighbor that throws food outside all day long for the animals....and now we have possums, racoons,ducks and deer coming to eat.... we live in a complex just wondering if it is legal for her to do that

You might want to try calling the city and find out what the bylaws are they may be able to help you better than the Humane Society.

October 10, 2017 05:35 PM BELLINGHAM  Feeding wild deer and raccoons is being banned in Bellingham city limits over concerns that doing so isn’t good for the animals, or the people who are affected by the activity. The City Council voted 6-1 on Monday to prohibit the intentional feeding of deer and raccoons.

I agree with Cheryl, try calling the city.
