Its seattle and you will find traffic just like any other city. Capitol hill has small roads and it might be hard.
It's a graveyard so yes you can get it somewhere
If you don't stay long you could probably pull it off. We Uber'd to the gate and walked. While we were there a few vehicles pulled right up to the grave site and parked.
No not at all. I suggest parking your rig outside in the neighborhood and walk to the cemetery
