Do you take artificial Christmas trees. The top row of lights don't work but all the rest do. Is that something you take and fix to sell

I am sure Goodwill will accept such items. Whether they will actually fix it before selling it is another story.

Yes they take artificial trees but they don't fix them, they will sell as is.
