if you gave a dog up to a kennel due to extenuating circumstances & was given to new owner, dog is reported by chip company as found by someone almost killed on highway & in neglected condition do you have to give the dog back to the kennel or owner

When dogs are newly adopted, as they are not as yet bonded to the new owner...they must be kept very closely and on a leash at all times. I do this even in the house for the first few days...perhaps it is best to give the new adoptive owner the benefit of the doubt

You would need to contact Animal Control for your area....
