We found a german shepherd-type dog running loose in NE Tacoma. Dog has a collar but no ID tags. Appears to be an inside dog (is very clean). How do we help find its owner?

Take him to a vet to get scanned for a chip. HS is closed today but soundview vet in pearl is open and can scan him.
