I found this kitty and it looks like she has tried to chew her tail off. It appears to be an open wound. I am a senior citizen and don't have the money for an expensive vet. Can I bring her to you for a reduced fee? I am told you do this.

I believe they do treat strays in this way. They have a program of a "catch and release" with spay and neuter so medical treatment I believe would fall into that but not 100% sure
