You might want to contact the organizations directly. They have agents who can help you apply for a low income voucher which you'd have to have to get housing at a reduced rate. Low Income Housing Institute is a good place to start. There is an office at jackson and rainier. If Noone is in the office there are numbers posted on the door. If you are a victim of domestic violence there's a lot of resources to help you get housing. Keep in mind you are in for a lot of waiting, as it is a sloooow process and you have to be persistant.
You can call 211 which is the community information line where you can get info on low income housing resources. LIHI and other companies run low income bldgs in and around Seattle. King County Community Info line has a website where you can do your own search for housing, health and other resources by region and type. All tied in with 211. Good luck!
