Only on non-sandy areas such as the grassy beachfront and the paved walks are all dog friendly.

Officially, no dogs allowed on the sand. Up to $500 fine. How often it is enforced is a different question.
Not real sure... think not but always see them on walkways, grass
There's a dog off leash area during certain times of the year but they are always allowed leashed.
