They don't want you to bring large tools or shovels. Everything is really soft so you can just use gardening tools and some buckets for fossils.

You could get by with a small rake... no large tools are needed for this location.
I think it depends on the site you are staying at. You could get by with the usual - mallet to drive stakes, pocket knife, flint sparkler, etc. For sure, anything you overlook can be bought at the store.
