Also, if they can transfer dogs to other facilities, it opens up space at NMDR so that they can rescue more dogs. They work with many organizations to get these dogs into loving homes as fast as possible.
I would think that its because the dog has a better chance of being adopted or is a popular breed for HSPPR or the Humane Society requested the dog because they know someone who wants to adopt it. I know from personal experience they have always kept dogs that had a hard time finding forever homes, for years if thats how long it took to find them a good home. So i can't imagine it would be because they didn't want to keep the dog
